Regarding your point on Xavier I remember a Marquette team that went to the Elite 8 and had four starters coming back and a top 10 recruiting class coming in picked first in this new league... didn't work out too well for us so if I were you I'd never count my chickens before they hatch.

It virtually has to go off perfectly to happen. You pretty much need two teams that are god-awful and can't beat anyone but each other, and everyone else near the middle. And you need whomever that 8-10 or last 9-9 team is to have a good non-con profile.
That said, the Big 12 got close a few years ago. It's not impossible, but you pretty much need everything to break just right.
