I don't post here that often, but I figured as an ACC guy I'd give some input (I'm a VT grad by the way).
I have friends from NC who are flat out embarrassed by this law, and it's not a good look given that the ACC has 17 championships scheduled in the state for 2016-17 (including the football championship in Charlotte later this year). ACC leadership is meeting in the near future to discuss all options, so hopefully we'll know more about the situation soon.
As far as relocating the NCAA tourney games, here's a list of the sites (excluding Greensboro of course):
First/Second Round
Dayton (First Four), Buffalo, Milwaukee, Orlando, Salt Lake City, Indianapolis, Tulsa, Sacramento
Regionals
Kansas City, San Jose, Memphis, New York
Based on the info others here have gathered, I think the two best options are Boston or Columbia. But remember, each tournament site is hosted by a school or conference. The ACC was the host for the Greensboro location. So... I'd imagine that they're still the hosts, right? And considering that the arena in Columbia's primary tenant is an SEC school, I'm not sure how that will work (FWIW, the SEC or any member school is not a host for tournament games in 2017 or 2018).
But in 2018, Boston College is the host for the East Regional that will take place in the TD Garden. I know that there are extenuating circumstances here, but I'm not sure if the NCAA will want one city to host games two years in a row other than Dayton. Plus, from a geographic standpoint, that would be three different sites in the northeast.
Tough choices - if the ACC can figure out some kind of agree to host in Columbia, SC, I think that's the best location. One last thing... Charlotte is a host site in 2018, so depending on how things go, there's a chance we could be going through this again. If only my hometown of Richmond, VA had a bigger arena... ah well, it will be interesting to see what happens from here on out.
