The MAC didn't make a new rule; UMass was aware as part of their agreement with the MAC that if full membership was offered and declined, UMass would have to leave after two further years. I do think the MAC knew UMass wouldn't accept at that time and exercised the clause to reduce membership from 13 to 12 (remember Temple was still in MAC as football only when UMass was joining)
