It does seem to play out that way. One of those teams will be placed in the state of North Carolina (whether, it's Charlotte, Raleigh, or Greensboro), regardless of seeding.

I heard about it this year; it is because the NCAA won't play set location games in states which still fly the confederate flag. That used to keep a lot of locations in the South out, so your only real options for 'south' games were North Carolina, Kentucky, Tennessee, and Virginia.
It was news down here because South Carolina pulled the flag down this year, so now we're eligible to host games: Greenville, Columbia, and Charleston have all submitted bids for the next allocation of first weekend games. Unfortunately, I still see plenty of shit-heel blue around Charleston...

1st/2nd round will be in Greensboro next year, Charlotte the year after. The article also goes into the changes in South Carolina and the expected bids. I already ordered tickets for Greensboro next year. I'll keep buying them - they are fun games to go to and one of these years Villanova is bound to end up here although that likely means a down year of some sort if they do.
