I agree that Miller is easily #2 if the next 10 years go similarly to the past 10. But strictly adhering to resume doesn't tell us who is actually the best coach right now, imo. McDermott and Cooley were by all accounts first candidates for OSU and Michigan jobs respectively several years ago, and their stock is much higher today.

Hard to order McDermott-Cooley-Hurley. Could easily flip those.
I think Miller is #2. I don't really think there is an argument otherwise.
Might be unfair to put Anderson in the last tier instead of the 2nd tier.
