That's 9 schools of the 15 full members that have made the NCAA's in the past four years (60%). Clemson, Boston College, Virginia Tech, Wake Forest, Georgia Tech, and Florida State have not reached the NCAA's in the past four years.

That's 11 of the 14 full members that have made the NCAA's in the past four years (78%). Northwestern (never), Penn State and Rutgers have not reached the NCAA's in the past four years.
Bottom line, each of the "power conferences" have schools that drain a particular sport (both currently and historically). Rutgers/Penn State/Northwestern will always struggle in basketball. Clemson/Boston College/Virginia Tech/Georgia Tech/Florida State all have had numerous years where they have made the NCAA's, but struggle with the consistent year-to-year success of reaching the tournament. The Big East, even with DePaul - a very successful, by historical standards, basketball program, does not not have "conference drainers". The SEC has Ole Miss, Auburn, South Carolina. The PAC-12 has Washington State. The Big 12 has TCU. The American has Tulane, East Carolina, UCF, and USF. The Big East has no, by historical standards, weak basketball programs.
