Please read this article, he really destroys the committee for its use of "Top 25,50" RPI wins as a metric. And it makes perfect sense.

TL:DR;
Beating a 90 rpi team on the road is about as hard as beating a top 20 rpi team at home (or top 50 on a neutral court). Monmouth will probably end up with a top 50 rpi, but 0 top 50 rpi wins because all their big wins came on the road or neutral court. So counting "Top *" wins is biased towards schools who can get good home games.

The Selection Committee actually does have an equivalency table for teams based on venue, so that Committee members can evaluate wins properly, and the numbers are similar to Kenpom's. Now, the media doesn't have this table, so they get caught up in these tiers, but the important thing is that Committee members do.
