Well, that creates an additional 5 or more possessions per team per game. The casual fans will probably like the higher scoring, if we're talking about potentially 5-10 more points per game. I can't say I'd be super disappointed either.

I don't think a shorter shot clock will automatically translate into higher scoring games in the short term.
There will be some rushing on offense and less time against a good defensive team will actually cut down on solid scoring opportunities.
As one prominent coach said, "Imagine going against Syracuse's zone w/ 5 less seconds. Good luck with that."
Eventually more possessions will generate more points as coaches & players adjust. College players just don't shoot well enough to move to a more one on one styled game @ this point. Hopefully this will force a change in the development of players.

They will also be allowing practice to start two to three weeks earlier.
