They can transfer, but they have to sit out a year like every other transfer.

It all depends on who you consider "big time," and "marginal." There are many 5th year transfers that are very good players, contributing greatly to teams that will be playing in the tourney in March. Don't know if that means "big time" but it certainly doesn't mean "marginal." We lost a starter off a Top 5 team to Oregon. He's been hurt this year unfortunately but he certainly was a very good player.
