they won 1st place vote.... so like on the 3rd place poll- Nova and Xavier now aren't available.

I understand the premise of what your saying but, this is not an accurate poll. They're may be people (30 example) who didn't participate in every poll but feel compelled to chime in. Options are limited. Every poll should be open (1st-10th place) with all 10 schools included until the end.
